Cannot find where to post an image as avatar. Only options I see available are big smileys or penguins. Or is this option only available to admins/mods?

Click on 'control panel' at the top bar.
select 'account settings'
toggle the drop-down menu for avatar type
select 'upload avatar'
you should then get a dialog for browsing for a file to upload.
send me a PM and I'll make sure that the file is 'approved'.
